Council Regulation (EC) No 1005/2008 Establishing a Community System to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing
Regulation 1005/2008 sets out the legal framework for the importation of fish products both processed and unprocessed to the EU either by EU flagged vessels or third country vessels (non-EU Member State). It also aims to regulate fishing activities of EU vessels exporting fish products outside the EU.
This Regulation introduces the Catch Certification Scheme and outlines how the scheme will be implemented by Member States.
Commission Regulation (EC) No 1010/2009 Laying Down Detailed Rules for the Implementation of Council Regulation (EC) No 1005/2008 Establishing a Community System to Prevent, Deter and Eliminate Illegal, Unreported and Unregulated Fishing
Regulation 1010/2009 sets out detailed rules for implementing Council Regulation No. 1005/2008 establishing a European Community system to prevent, deter and eliminate illegal, unreported and unregulated fishing.
These rules cover in particular, inspections of third country vessels in Member States ports, the catch certification scheme for importation and exportation of fishery products and sightings.

Regulation 86/2010 provides details of Third Country catch certificates approved by the EU under bi-lateral agreements.

Regulation 2842/2023 introduces the mandatory use of the CATCH system for all imports of fish or fishery products subject to the catch certification scheme set out in Regulation 1005/2008.
Introduces changes to the catch certificate template laid down in Annex II. The new template for catch certificate provides more precise information on fishing activities and products along the supply chain.
Introduces new processing statement requirements, fishery products processed in approved establishments after landing, and then imported into the EU, regardless of where the processing has taken place, i.e. in the flag State or in another non-EU country, must be exported to the EU with a processing statement (Annex IV).

Regulation 1479/2022 provides an updated list of fish and fishery products exempt from the catch certification scheme.

Regulation 2178/2017 amends Regulation (EU) No 468/2010 establishing the EU list of vessels found to have engaged in IUU activities.

This Statutory Instrument gives effect to IUU Regulation (Council Regulation 1005/2008, Commission Regulation 1010/2009 and Commission Regulation 86/2010) in Irish law.
Statutory Instrument No 37/2021 Sea-Fisheries (Illegal, Unreported and Unregulated Fishing) Regulations 2021
This Statutory Instrument adds Burtonport, Rathmullen, Greencastle, Rosamhil and Howth to those ports already designated. These ports were designated for a particular subset of direct landings from Northern Ireland registered vessels.
Statutory Instrument No 264/2023 Sea-Fisheries (Illegal, Unreported and Unregulated Fishing) Regulations 2023
This Statutory Instrument adds Dunmore East, Glengad, Bunagee and Malin Head to those ports already designated for direct landings by fishing vessels registered to Third Countries outside the EU, allowing entry to the EU of such fishery products. It also amends the landing times at Greencastle port.
